Job Responsibilities Leads the Justice Programs section of the Office of Highway Safety and Justice Programs (OHSJP) through the administration of all criminal and juvenile justice grant programs for which the South Carolina Department of Public Safety (SCDPS) is designated as the State Administrative Agency (SAA) and others as assigned.
Utilizes data and technical research reports to relate information to current statewide system needs/gaps to establish funding priority in the areas of Criminal Justice (Justice Assistance Grant (JAG) Program, JAG Prison Rape Elimination Act (PREA) Program, Paul Coverdell Forensic Science Improvement Grant Program, Residential Substance Abuse Treatment for State Prisoners (RSAT) Grant Program, Project Safe Neighborhoods (PSN) Grant Program, and the Bulletproof Vest Partnership (BVP) Grant Program, Juvenile Justice (Title II Formula Grant Program and Title II Formula PREA Grant Program) and Byrne State Crisis Intervention Program (SCIP).
Oversees the preparation of strategies and criteria for projects under these grant programs to be included in the annual applications, guidelines and procedures documents, and annual grant solicitation workshops.
Develops desirable projects with state and local agencies statewide through knowledge and interpretation of federal regulations.
Supervises Criminal Justice and Juvenile Justice grant staff in the implementation of activities that fall under their realm of responsibility.
Oversees the preparation of the annual internal management grants of the Criminal Justice and Juvenile Justice Grant Programs.
Prepares all required reports as needed for compliance for the Criminal and Juvenile Justice Planning and Administration grants, including the preparation of budget revision(s) needed for these grants.
Monitors all expenditures for the Criminal and Juvenile Justice Grant Programs to ensure funds are available, costs are allowable and that grant funds are expended in a timely fashion for the purpose for which they were intended.
Serves as a member of the OHSJP management team.
Assesses grant programs and participates in the periodic review and updating of the Criminal and Juvenile Justice Procedures Manuals.
Recommends and, upon approval, implements policy and procedural changes related to the management and administration of the Criminal and Juvenile Justice grant programs.
Oversees the development and submission of applications/proposals for Federal funding for Criminal and Juvenile Justice projects, to include the design and implementation of projects awarded with received Federal funds.
Prepares and submits EPMS documentation on all subordinates in a timely and accurate manner and updates position descriptions as necessary.
Minimum and Additional Requirements State Minimum RequirementsA bachelor's degree and relevant program experience.
Additional RequirementsBachelor's degree and four years of progressively responsible program or administrative experience in related field (experience in criminal justice is desirable).
Good communication skills, both written and oral, are essential.
Should be familiar with research techniques, data analysis and presentation, and federal grant principles.
Must be able to understand, assist and provide presentations to state, local and other criminal justice agencies at meetings/conferences.
Additional RequirementsAbility to communicate effectively orally and in writing.
Ability to establish and maintain effective working relationships with state and local agencies, related organizations and private groups.
Ability to speak effectively in public.
Ability to use a personal computer, audio-visual aids and other office equipment.
Basic understanding of word processing and graphics software is beneficial.
Employee should be able to work under minimal supervision.
Employee should be able to manage time/tasks and meet deadlines with very limited supervision.
As employee's knowledge of assigned program areas increases, there should be a commensurate increase in independence and discretion.
Employee should be self-motivated and maintain good working relationships.
Considerable in-state and intra-city travel will be required.
Out-of-state travel via airlines may also be required with travel lasting up to one week to attend meetings/conferences.
