Job Responsibilities Leave Programs - Performs fundamental supervisory and leadership functions in accordance with Department policies and procedures, state and federal laws and regulations and best practices.
Oversees the agency's leave programs.
Prepares complex correspondence related to:
light duty, fit for duty, FMLA, ADA, PPL, Worker's Compensation and Military leave.
Manages the agency's leave pool requests, annual leave usage over 30 days requests and advanced sick leave requests.
Communicates all leave program guidelines as necessary and maintains a consistent and accurate reporting process.
Manages the agency's accommodations process.
Provides subject matter expert advice and recommendations on time and leave related policies and procedures.
Coordinates mandatory referrals to the agency's employee assistance programs.
Employee Extended Leave - This position is responsible for staffing all extended leave meetings with the Divisions including providing complex documentation to employees regarding sensitive matters.
Must be able to research time and leave matters in SCEIS as they relate to employee pay and accrued leave.
Provide employees with options during periods of extended absence.
Identify ways to streamline all related processes.
Provides accurate recommendations as well as supporting documentation of all employee extended leave accounts routinely.
Employee Relations Liaison - Provides administrative support to the HR Director and General Counsel on all employee discipline and grievance matters.
Prepares letters, summaries and disciplinary histories for disciplinary actions.
Using IAPro and Blue Team tracks all discipline and early intervention actions to ensure timely processing.
Prepares for monthly Disciplinary Committee meetings.
Ensures all employee personnel actions are properly documented including investigations, disciplinary actions, Criminal Justice Academy Personnel Change Status reporting.
Responsible for the maintenance and control of disciplinary records.
Manages the Department's Personnel Early Warning System program.
Conducts routine or periodic record audits to ensure requirements are being met.
Review and analyze employee exit survey results and advises HR Director of patterns or trends.
Grievance Records - Responds in a timely manner to employee grievance and appeals.
Maintains and updates an action tracking log appropriately.
Proactively tracks and administers all related meetings and responses during the agency and state level grievance and appeals process.
Provides notification to the team members ahead of schedule.
Provides all reporting with regards to grievance and appeal actions.
Pulls and provides discipline and grievance proofs and all reporting related to the Commission on Accreditation for Law Enforcement Agencies (CALEA).
Provides quarterly disciplinary and grievance reporting.
Management - Promotes positive teamwork within the Office of Human Resources and maintains a good working relationship with other departments.
Works regularly with the Office of General Counsel, the Office of Professional Responsibility, Division Directors and their administrative staffs.
Manages all staff providing guidance and performance feedback regularly.
Ensures all program related files are saved and organized to be responsive for subpoenas, position statements, employee or managerial requests, FOIA requests, etc.
Other duties as assigned.
Minimum and Additional Requirements State Minimum Requirements A bachelor's degree and relevant human resources experience.
A master's degree in human resources management may substitute for the required experience.
Agency Minimum RequirementsA bachelor's degree and at least one year of related experience in management.
A Master's degree in Human Resources and one year of directly related experience.
An equivalent combination of education and experience is acceptable.
All degrees must be from an accredited institution of higher learning.
Additional Requirements Knowledge of principles and practices of human HR management and employee relations.
Knowledge of federal and state human resources rules, regulations, policies and procedures especially in the areas of leave, discipline and employee grievance.
Mandatory exceptional written and oral communication skills.
Ability to interpret and apply complex policies and procedures.
Ability to gather, organize and analyze data.
Ability to analyze needs and resources and to recommend and communicate solutions effectively.
Knowledge of modern office practices, procedures and equipment.
Ability to perform basic mathematical computations.
Ability to establish and maintain good working relationships with all HR and other staff members and the general public.
Knowledge of the State's SCEIS system and Microsoft Office Suite, and be skilled with Excel.
Ability to direct and advise technical staff members.
Work is performed under limited supervision and has broad decision-making authority within established policies and guidelines.
Employee is expected to exercise judgement in applying and interpreting a variety of policies and procedures.
Must be able to handle a high volume of confidential data.
Position requires frequent lifting of up to 10 - 15 lbs.
Position may be required to report to work during emergency situations.
Must be able to work in a fast paced office environment.
Prolonged periods at a computer terminal required.
Must be able to work extended hours outside of normal work schedule occasionally.
May require occasional overnight travel.
Additional Comments This position manages the agency's leave programs including Worker's Compensation, Family Medical Leave Act (FMLA) Paid Parental Leave (PPL), and Americans with Disabilities (ADA) related programs.
This position is responsible for coordinating with payroll and ensuring no under or overpayments occur as a result of leave categories.
Consults and advises the agency's leadership and employees on leave related matters and ensures the agency is in compliance with leave related policies and procedures and state and federal laws and regulations.
Provides employees and managers with accurate answers to questions related to leave programs.
Supports the agency's discipline and grievance processes through reporting and preparation.
This position reports to the Assistant HR Director but is accountable to the HR Director.
